Understanding Phelps County Inmate Release
A departure from Phelps County Jail is an event recorded by the agency that gave up custody. It does not always mean the person walked into the community. Bond, time served, a release order, dismissal, transfer, state commitment, and delivery on another agency’s hold can all remove a name from the live roster. Missouri DOC uses a different record structure. Its historical Sunshine layout may include a permanent DOC ID, cause number, offense and sentence county, completion indicator, assigned place, sentence date, Sentence Maximum Release Date, Sentence-I Minimum Release Date, probation date, type, and term. One person can have several rows, so no single date or completion flag should be read alone.
Request Phelps County Jail Release Records
The official historical route is the sheriff’s Sunshine Law request form. A narrow request is easier to identify and less likely to mix two people with the same name.

Actual production may take longer. Under RSMo 610.026, paper copies may cost no more than ten cents per page plus permitted lowest-cost staff time. Images, electronic work, and specialized copies can involve actual media or copy cost and allowed staff or programming time. The custodian may estimate the charge and require prepayment.
Missouri Law on Phelps Release Records
Missouri Sunshine Law, Chapter 610, governs access procedure. Section 610.100 defines and regulates arrest and incident records, but it does not make every booking field or photograph open in every case. Juvenile, sealed, expunged, investigative, medical, security, victim, and personal-contact material can be withheld or redacted. Missouri expungement timing generally runs from completion of the authorized disposition, not from the day someone exits the jail. Under RSMo 610.140, the researched version generally sets three years for an eligible felony and one year for an eligible misdemeanor, ordinance violation, or infraction. Fines and restitution must be satisfied, no charges may be pending, and many offenses are excluded.
An expungement order closes covered court and agency records. A suspended imposition of sentence case can remain open during probation and close after successful completion under RSMo 610.105. Find a Released Phelps County Inmate
Begin with the last known custodian rather than searching every database at once. Phelps County Jail, a Missouri prison, a federal institution, and ICE are separate record systems.

- Use BOP, ICE, or another county’s jail only when a transfer or case fact points there.

Why Phelps Released Inmates Leave the Roster
The Rolla Police-branded Zuercher domain can look unfamiliar, but its page is explicitly the current Phelps County Jail list. The public configuration displays a mugshot, name, race, sex, age, and arrest date. It offers name, race, sex, and in-custody filters while suppressing juveniles and hold reasons. It does not expose a public release date, release tab, 24-hour list, 72-hour list, archive, update promise, or retention promise.
A missing person has not thereby been confirmed released. The person may have been moved to MODOC, another county, federal authorities, or immigration custody. The roster cannot disclose which unseen hold controls departure, and a court order can precede actual jail processing. That is why the sheriff record remains the direct evidence of the Phelps custody event.
The official current roster visibly demonstrates those current-only limits.
The displayed photo and arrest details help confirm a current match, but they do not create a historical release search after the entry disappears.
MODOC Search for Phelps County Releases
The Missouri Department of Corrections Offender Search covers active offenders. That includes people in a DOC institution and people active on probation or parole. Phelps County Court Records After Release

The Phelps County Circuit Clerk can help locate a case at 573-458-6210, but the clerk does not hold the jail’s physical release log. Another hold can remain after a court event, so confirm departure with the sheriff.
Money After a Phelps Jail Release
The Phelps County inmate handbook provides a local clue that also helps distinguish community release from transfer. An ordinary-release account balance is issued by debit card. After-hours or weekend release cards are processed at 10 a.m. on the next business day, and the former inmate must return to the Sheriff’s Department to collect the card. The issuing company begins charging if money remains after 48 hours. A transfer balance follows by check instead.
Property After a Phelps Jail Release
Property is inventoried at booking. Under the detailed jail handbook, an inmate may designate a recipient on an Inmate Property Release form, and that recipient must show photo identification. Pickup is unavailable during visitation, meals, or security lockdowns. The handbook uses seven working days in the transport context, while the shorter jail rules say seven days after release. A past release date or “Not in BOP Custody” confirms departure from BOP, not freedom from every jurisdiction. ICE ODLS uses an A-number and country of birth or exact biographical details and can include qualifying releases within 60 days. Neither is a general database of Phelps County released inmates.

Phelps County Jail Release Context Since 1860
The sheriff’s official history divides local jail history into four eras: 1860 to 1912, 1912 to 1972, 1972 to 2003, and 2003 to the present. Those dates give the Phelps County Jail a specific local setting without establishing a present capacity, design, or release procedure. HomeWAV Visits After Phelps County Release
The Phelps inmate handbook says a former inmate may not conduct an onsite HomeWAV visit with a current inmate for 90 days after release. This narrow local visitation rule is not a locator, a public retention period, or proof of a release date. It applies only to the onsite visiting situation described by the jail and should be confirmed with the facility before a visit.

The Facility Map identifies one local detention facility: Phelps County Jail, operated by the Phelps County Sheriff’s Department at 500 W 2nd Street in Rolla. A community release is confirmed through the sheriff’s record. A transfer requires following the receiving county, MODOC, BOP, ICE, or other named agency. There is no Missouri state prison located in the county; the Rolla DOC location is a probation and parole field office, not a jail or prison.
